Quick answer: it is about the ethanol
Kombucha is made by adding a symbiotic culture of bacteria and yeast to sweetened tea. The yeast converts sugar into ethanol, and the bacteria convert much of that ethanol into acetic and other organic acids. That is what gives kombucha its sharpness.
The process is deliberately halted or slowed before the conversion finishes, because a fully converted batch would be vinegar rather than a drink. So a measurable amount of ethanol remains, and that is precisely the thing the halal discussion is about.
The 0.5% threshold
In the United States, a beverage containing 0.5% alcohol by volume or more is regulated as an alcoholic beverage under alcohol tax and trade rules. Kombucha sold as an ordinary soft drink must therefore stay below that line, and producers test and control fermentation to keep it there.
Two practical complications follow. First, kombucha is a living product, and residual culture can keep fermenting inside a sealed bottle if it is stored warm, pushing alcohol above the level measured at the factory. Regulatory testing and industry surveys have found products exceeding 0.5% for exactly this reason, which is why brands emphasise cold-chain storage. Second, home-brewed kombucha has no such control and can reach considerably higher levels.
