Carrageenan sounds synthetic and is not. It is seaweed, and recognizing it saves time on exactly the labels where gelatin would otherwise be the worry.
Quick answer: it comes from seaweed
Carrageenan is a family of carbohydrates found in the cell walls of certain red seaweeds. Irish moss, Chondrus crispus, is the traditional source, and commercial production today relies heavily on farmed Eucheuma and Kappaphycus species grown in warm coastal waters.
Manufacture means harvesting and drying the seaweed, extracting the carrageenan into hot alkaline water, filtering, and then recovering the dissolved carrageenan. Recovery uses either alcohol precipitation or a potassium chloride gel-press method, followed by drying and milling.
Refined and semi-refined
Two forms appear on labels and they describe purification, not origin.
- E407, refined carrageenan: the carrageenan is dissolved out and separated from the seaweed cellulose, giving a cleaner, more consistent product.
- E407a, processed eucheuma seaweed: the seaweed is treated with alkali to remove impurities but the carrageenan is never fully dissolved out, so cellulose remains. It is cheaper and is used where clarity is not needed.

Why it shows up in dairy so often
Carrageenan has an unusual property: kappa carrageenan interacts directly with casein, the main milk protein, forming a weak network at very low concentrations. That lets a manufacturer stop cocoa settling in chocolate milk or keep an ice cream smooth using a fraction of a percent.
